The role: Expressions of Interest are sought for The Team Leader/Senior Advisor role on the M*edia for* D*evelopment* I*nitiative (MDI)* Project in Papua New Guinea (PNG). This position is responsible for the in-country leadership and management of the MDI project. The emphasis is on leadership of the small team made up of locally and internationally engaged advisors; management of project resources as per relevant ABC policies; advice to the counterpart; and maintenance of strong working relations with ‘*Strongim Pipol Strongim Nesen’ *(*SPSN)* and Australian Department of Foreign Affairs and Trade (*DFAT)* stakeholders.

Background: This position is working for the International Development (ABCID) Unit, within the International Division of the Australian Broadcasting Corporation (ABC). ABCID manages and implements media development and communication for development projects throughout Asia and the Pacific. It manages the Media for Development Initiative (MDI) Project in Papua New Guinea (PNG), which this position directly contributes to.

MDI is a partnership between the National Broadcasting Corporation of Papua New Guinea (NBC), DFAT-Australian Aid and ABCID, under the ‘Strongim Pipol Strongim Nesen’ (SPSN) program. The SPSN initiative will transition under the Australian Government’s PNG Governance Facility framework in 2016. The MDI will become part of the PNG Governance Facility and will be funded via that initiative. A new multi-year phase is being considered.

The Team Leader*/*Senior Advisor role is central to leading the MDI and assisting the NBC achieve its stated goals as part of the current SPS initiative and overseeing its transition to the PNG Governance Facility.

Overarching role requirements: This position leads a small team working closely with NBC staff, the following skills and attributes are essential:

  • Understanding of PNG culture and ability to demonstrate cultural sensitivity and respect.
  • Understanding of how MDI fits into Australia’s aid program to PNG, including its role in public diplomacy.
  • Ability to contribute to the wider ABCID team and a represent the ABC, upholding its reputation and credibility.
  • Ability to support team members in their roles, offering guidance, counsel and mentorship – with an emphasis on flexibility, communication, multi tasking and pro-active, solution-based approaches.
  • Understanding of cross-cutting development themes such as gender equality and disability equality.
  • Knowledge of broadcasting, content production, organisational management and working in a multi-platform media environment, preferably understanding the PNG context.
  • Knowledge of governance issues and the role that media and communications can play in engaging citizens to increase awareness, understanding and engagement on issues that impact their daily lives.
  • Understanding of how to support institutions in their leadership role, building their capability and credibility as agents of change and influence.

Key Accountabilities and Outputs:

  • To ensure MDI delivers the agreed Work Plan by:
  • Leading the in-country team on a day to day basis, ensuring they receive guidance, mentoring and feedback on a regular basis.
  • Maintaining close relationship with key NBC and PNG counterparts to support the on-going capacity building process.
  • Support stakeholder partnerships, particularly likeminded organisations and people who also come under SPSN and the PNG Governance Facility, once established.
  • Contribute to developing and implementing strategies and activities in line with the program design, budget and timelines.
  • Managing the resources allocated to MDI as per ABC human resource, financial, procurement and other relevant policies.
  • Day to day oversight of the delivery of planned project outputs and activities against timeline and budget.
  • Providing appropriate project reporting and high quality performance information in relation to outcomes, outputs and activities, as required.
  • Providing advice to senior NBC management as requested.
  • Identifying future issues and opportunities, planning for future support.

Selection Criteria

  • Extensive experience in a senior role in broadcast media.
  • Knowledge and understanding of capacity development and demonstrated experience in organisational capacity building principles in a development context.
  • Evidence of highly effective leadership, and staff management particularly in a cross cultural environment.
  • High level written and verbal communication skills with internal and external stakeholders
  • Excellent project management skills.
  • Demonstrated financial management, planning and organisational ability.
  • Experience of working in challenging environments that require adaptability and resilience.
  • Understanding of, and commitment to, the ABC’s aims, values and workplace policies.
